Configurable

 

 

The eStar solution is designed to be configurable in all aspects of employee benefits administration including benefit plan creation, eligibility rules, reporting, and text throughout the website specific to the communication style, culture, and needs of each client.  The eStar account team is available to re-configure any aspect of the client oriented website both during and after installation.

 

It is the system's menu-driven customization technology that allows eStar to customize site functionality on a client-by-client basis; simply by turning features on or off. Other aspects of the site that can be customized include site branding (logos, colors), text, plans, enrollment rules, coverage rules, costs, benefit classes, documentation, links, required vs. optional fields, editable vs. view-only fields, etc.

 

 
Bi-Directional EDI

 

The interface between eStar and the client's payroll/HRIS system will be bi-directional: benefit-related data going from eStar to the payroll/HRIS system; and changes in employment data (e.g., new hires, terminations, LOA, salary increases, location changes, etc.) going from the payroll/HRIS system to eStar.

 

eStar is a carrier neutral system and able to EDI connect to any carrier the employer would like to offer to its employees.eStar prefers to comply with 834 EDI file standards, transmitting the files via PGP encrypted FTP.  However, PBS can accommodate proprietary specifications from carriers. 

 


 

Reporting & ACA Compliance

 

eStar has a proprietary reporting system of over 250 reports built within the product -- with an easy-to-use custom report writer that allows HR managers to create, save, and run custom reports on an automated schedule.  Reports can be run in Web and Excel format for easy viewing and manipulation. Rules Based Engine

 

 

The eStar solution is a rules-based system.  Business rules are configured by your eStar account through a series of configuration steps and options within the system.  Programming is not required to deploy the specific business rules of a client.

 

The eStar solution  allows for very complex enrollment/eligibility rules that are established at the benefit class, plan, and enrollment type level (new hire rules, re-hire rules, live event rules, benefit class changes rules, etc.), thereby allowing  Plans to be defined with regards to their applicability.

 

 

 

Multi-Level Administrator Access

 

Access to the system requires a username and password.  Employer/administrator access can be customized on a person-by-person basis. Access can be limited to specific employees based on Division, Department, Location, Benefit Class and/or Supervisor Status (access can be assigned by specific individual employee). Access can also be restricted on a field-by-field basis for sensitive data such as compensation and SSN (e.g., hide, view only, edit, mask). Lastly, access can be limited to specific features and functionality (e.g. user admin, benefits admin, individual reports, etc.).

 

All access is PHI sensitive & HIPAA compliant, since behind the scenes, the application re-verifies the security permissions of the user on every page and on data requests within the page.

Performance & Usage

 

The system is designed so there is no usage limitation as a result of growth to historical records.  The goal has been to scale the system to handle three times the current peak period means. The capacity planning models show that it has more than met that target goal on its current platform.

 

Therefore, performance is assured through a combination of careful capacity planning, and a scalable architecture which allows the system to easily meet demands.
